Can I fix sticky polyurethane floorboards?

We have old hardwood floors in the kitchen and dining area. The floor in the kitchen is super sticky to the point where sweeping is useless because the dust and crumbs literally get stuck to the floor. I have tried all the poly-safe cleaners, scrubbing with water, vinegar or detergent. Nothing works and i am now thinking the finish has been damaged or is deteriorating.

Refinishing the floors is not an option right now so my question is: Can i sand back and wax the area affected? or does anyone else have a suggestion to fixing the stick? Will i ever be able to walk in my kitchen without sticking to the floor? thanks for your time!
