Is this worth planting?

Just received this Golden Fernleaf (aka Tetragona Aurea) chamaechyparis from a nursery that shall remain unnamed. :)

It matches the height listed in the description, but there is no foliage on the lower two thirds of the plant. Overall it is very stringy and sickly looking, and I am doubtful that it will ever grow into an attractive specimen. Most of the Tetragona Aurea that I have seen are full straight to the ground, and I find them quite lovely.

Does anyone have any experience with this plant, or similar, on whether it will develop into some thing remotely attractive with a bare "trunk" like this?
