Looks like you dug a slope. You're going to get all kinds of mud sliding down to what looks like a patio (?). I would at this point try to use a good sturdy ground cover like Pachysandra to anchor that soil. Then if you want shrubs, you can do that later. What exposure are we talking? Does it get full sun? How much?
