Propagating a Sunshine Ligustrum from cuttings

I've read several articles that state how easy it is to propagate a Sunshine Ligustrum, just cut off a soft piece, strip the bottom leaves, then stick it in the ground and keep it watered.
I did that earlier in the year, I pruned one of mine and then planted about 50 cuttings in the hopes of having 10 survive. I had a variety of cutting sizes, from 6" to 18". I dipped some in honey, some in powder rooting hormone, and some I didn't do anything.
I had no growth at all :-O
