What is this stuff in my window corners?

This hard yellow/brown substance is in every window corner. I think its a pest control or insulation solution? I want to get rid of it because I can’t open any of my windows.

Does anyone know what this is and how to get rid of it?

    It is yucky looking. It also kind of looks like it's smeared in, like a human did it. Like it's a glue or something that has gone brown. It does not look like bug gunk to me, or anything naturally runny. Maybe it's something someone applied for the sake of bugs and it gunked the windows shut?
