Removing Callery Pear Saplings

Hello all,
We recently removed two Callery pear trees from our yard, both heavily damaged by a wind storm, and now I'm locked in a battle that I cannot seem to win.
We have saplings and sprouts coming up EVERYWHERE. The most reliable way to remove them seems to be to pull the whole tree out of the ground but these roots go deep and I can continue replacing broken weed pullers for only so long. Cutting them down even below the top soil layer seems to only result in resprouting.
I'd really like to avoid spraying with herbicide as they're mixed in with false strawberries, barberry bushes, blue eyed grass, etc.
Does anyone have recommendations on how to handle these? Any help is greatly appreciated!
