I try to qualify what I say whenever something might be seen as ambiguous, but I already have a reputation for being pedantic, so I don't always feel the need to go into additional detail. This is one case where more detail or better qualification of my thoughts might have stayed your confusion. I beg a pardon for that.

Most of my trees (about 2/3-3/4) are temperate trees, maybe 25% are tropical or subtropical trees which are somewhat more tolerant of elevated root temperatures. If you can see your plant is pushing new growth (and not just stalled) then it's ok to fertilize. Typically, when my temperate trees start seeing ambient mean temps above 80% (which usually means day temps in the 90s, I withhold fertilizer, but I don't necessarily do that with tropicals and sun loving succulents. For those, I carefully monitor growth and fertilize when the plant is actively growing.

Temps have been near 90* the last few days, and I'm not fertilizing temperate trees; however, we are getting some cooler weather next week, so I plan on fertilizing all my tropical/subtropical trees and full sun succulents tomo evening if it doesn't rain. If it does rain, and it's supposed to according to the weatherman, I'll do it at the first opportunity.

Maybe I should revise my suggestion by saying you can fertilize during summer if your tropical plant is actively growing, but be careful when the weather several days into the future indicates increasing temperatures to 90% or higher.
