Having problems bottom-watering

Hi there. I grow my tomato plants in large pots outside that have holes in the bottom and trays for catching water. In previous years it seemed the water in the bottom trays would get used up by the end of each day, even though I was watering pretty excessively daily. This year I decided to water less and only bottom-water. So for the water at the bottom of the trays hasn't gotten sucked up at all and I'm watering from the top but watering much less each day than I used to. The pots are on a slight slant so that water is higher on one side of the trays than the other side and the plants aren't even half their full potential height yet so I'm wondering if either of those would be why it hasn't been sucking up the water from the trays.
