What's 'eating' my tomato stem?? (Photos)

Hello everyone.

I went outside after significant rains, and found something is "eating" the skin from one of my tomato stems.

The overall plant looks healthy, it is just this section at the bottom that's missing its green coating.

Also, I noticed numerous tiny light-coloured bugs or beetles or something, crawling around in the mulch, but not actually on the stem itself.

What is going on here?? Disease? Insects?

I searched many tomato disease pictured, and the only thing remotely similar seems to be bacterial stem canker, but it looks only a bit similar.
