Can someone help to identify what is the problem with my rose?

The rose is a climbing David Austin. I planted it couple months ago as a barefoot. The bottom leaves are green and healthy but the leaves on the long canes look like the photo.

    It appears to me that your rose has been taken over by the rootstock variety, 'Dr. Huey'. The canes and foliage (and mildew) all appear to be 'Dr, Huey'. Are there flowers on it?
