Young Japanese Maple - not doing well

last year





I have a young Japanese Maple that I nursed back to health last year. At the suggestion of an arborist we planted it in the ground in the fall to avoid root rot. We're Zone 6 Connecticut. It's not doing well and I don't know what to do. I trimmed off some branches that looked dead and I top dressed the soil around the trunk. So far no buds or good signs. Is there anything else I can do?
