Taylor Columnar Juniper interior orange growth?

I had a 12 foot Taylor Juniper planted in my backyard March 29. I just noticed an orange growth or substance in several areas along the interior branches, approximately 2-6 inches out from the trunk. Is this a problem, and if so what can I do about it?

The planting location is not ideal due to only the uppermost 3-4 feet of the tree getting over 6 hours direct sunlight per day. The remainder below that point gets some dappled sunlight in the morning and maybe 3 hours direct sunlight late morning/early afternoon. Spacing from the fence to the north is about 4 feet and to the shed to the west is about 3 feet. There are also some areas of brown “leaves.”

Any help on this would be much appreciated.
