In the peeling and chipping sections, you can scrape off pieces and sometimes pull off a longer flexible latexy strip (usually with wood stuck to it). Comments (1)I'd install horizontal 2x4 rails s along the bottom end, between each set of posts, 3 1/2" off the ground. Then install balusters between the top and bottom rails no more than 4" apart. Black powder-coated aluminum balusters would look nice....See More'RailSimple' deck railing system

Comments (12)I used photoshop! I didn't see the part where you talked about painting the floor. I'd be weary of that. a quick google search indicates you can paint some kinds of composite, but still, I'd personally be worried about it peeling. the deck looks fine and will be even better once you spruce up the rails. you might have more success painting the rails since they don't get stepped on. again, it depends on what they're actually made of, and be sure to research the right products / techniques!...See Moreempohio
