I can't tell what the existing brick is doing--do you want to install rocks there? I can't help with that. But on the boxwoods--I thinks it would look nice to continue them under the window to the right. Remember that there are several different species and cultivars of boxwoods. Take a piece from yours with you to see if you can find matching ones. Do you know what the deciduous shrubs under the windows are? Just in case they are worth keeping? If you can continue the boxwoods and put your burning bushes in front of them, then I would want a low evergreen border. I agree on taking out the junipers. Where are you? location and zone will help with suggestions.

As the bed is quite tight to the house, shrubs will need to hang over the front of the wall in order to have room enough to develop a proper size. Hanging over will look fine, though. At the left corner, a groundcover or low trailing shrub could look nice. Below the windows the shrubs should be something easy to keep at 3' ht. The heavenly bamboo is not going to look nice below the window. It would be best if you find another location for it where it could grow to natural size. It would be better to have dome shaped shrubs below the windows. Seasonal color could go at either side of the stoop and whatever you have growing at the right side now could be used to fill in the leftover spaces.

Added photos that show the whole front of the house and yard would help. Stand 15 ‘ or 20’ from the front door and take one photo straight on and without moving to another spot take one or two slightly overlapping photos to the left and right so that we can see all the way from the left side of the property to the right, and up to the roof line of the house. Plantings need to be in context, so we need to see windows, doors, other plantings, etc. so it all works together and looks proportional to the building. For instance, are there trees shading this spot? Is it a one or two story house and how big is the roof overhang? What do the current shrubs look like? Since you aren’t in a desert area, an organic mulch such as shredded bark mulch or chopped leaves will work much better than stone for your mulch. Knowing the nearest big city will help as well so we can have an idea of soil pH. In my area, acid loving plants like Rhododendrons do well, but in areas with more neutral or alkaline soils, they aren’t happy.

I'm not sure a matching row of anything is required on either side. The narrow bed edged by the sidewalk does limit what you can plant. Since that appears to be the sunniest spot, dwarf abelias could work (and fit) there. A few to consider are 'Kaleidoscope', 'Lemon Lime', 'Miss Lemon' or 'Confetti'. But there is no reason you can't mix it up with some other size appropriate broadleaved evergreen. Or even a dwarf conifer. And feel free to squeeze a few tropical-look annuals or temperennials like the cannas (which would look pretty stunning with the abelias). On the shadier, tree side, I'd assume you are not as restricted with the bed width because of no walkway? If so, widen the bed to accommodate other shade tolerant plantings that would fit.....maybe dwarf rhododendrons, pieris or kalmias and suitable perennials like hostas, which can appear very tropical with their big leaves. Or add caladiums for a more colorful tropical vibe. The point is that a single soldierly line of the same plant is boring and uninspired. They don't all have to be the same on either side so pick and choose to maximize contrast, texture and seasonal appeal. And I'd suggest just using annuals on the planting bed streetside of the walkway. With the typical excessively narrow walkway most houses have by default, large bushy plantings edging a narrow sidewalk will start to feel engulfing and intimidating and make the walkway feel even more narrow.
