What does the company you have coming out recommend? They have been to the site and seen the existing conditions. They would know better than us as we have zero to go off of really.

I don't understand the "bedroom behind it" but assume it is the small (possibly not meeting emergency escape reqmts) window on the 2nd floor. If a wall is an exterior wall for a bedroom, then it has the floor/ceiling/roof diaphragm and interior walls (shear or not) which acts as a unit to counter lateral forces if it was built as a typical 2 story platform frame. If then there is attic above that 2nd floor bedroom that would be the gable end to be braced. However, if this is a 1 1/2 story and/or the bedroom was added into a roof attic without the structural framing being addressed, then it just depends on what's there and how to brace and tie properly.

So the house actually has 3 high wood framed gable ends the first one the inspector looked at is on the opposite side of the house and he said it's not a problem because the house next door sits almost right up against mine and is taller than my house so he said he's not worried about it that it completely blocks the wind. The second 1 in the front is over the garage and he can get in the attic over it and properly brace it. But then when I showed him the one in the picture which is in the back he immediately said this wall is wide opened and said he felt there was a very high risk that a direct hit would easily take it out. I told him I was considering having all the old wood frame siding Stuccoed he said stucco would look nice but is not going to do much to keep the wall from getting taken out. He really didn't have any options that his company could do for that particular wall and said if it was his house he would call around to Shell companies to get some quotes to have it cinder blocked or bricked up or he would consider selling the house if it's not affordable to brick it. I have been searching and calling around and haven't been able to find anyone that can handle or even quote me on doing that. A few years back when Miami took a direct hit most of the older houses like mine with wood-framed second floors got their second floors ripper right off and wood-framed gable high end like mine are pretty much the weakest link.

You should consult a structural engineer about sheering walls etc. I live in RI and there are codes for this sorta thing. In my last house we had to have a certain kind of beam installed along the outside wall to make the shearing wall for hurricanes.

Gable ends are suspect because they are like large sails that are weak against lateral forces (wind). You brace them into the ceiling and/or roof plane diaphragms. A CMU "sail" can be weak to lateral forces as well if it is not reinforced, braced, or tied to the lower walls/floors/foundation as well, which would be difficult to retrofit.

From your recounting of the visit it sounds like this guy is putting too much conjecture into his evaluation of the neighboring house and lack of ability to brace and tie this exterior wall to the lower level and foundation. I suspect this company has a "kit of parts" (ties, straps, clips, etc) that they apply to meet prescriptive code for a general setup that they commonly see. What they are probably not familiar with is the understanding of how to apply that to unique situations. I would suggest spending $1-$2K on a structural engineer to review the entire house and make recommendations.
