I'm not sure, but I think you might have the invasive weed called garlic mustard right there, yours would be in its first year/ rosette form...if that's what it is, you'll want to yank it out of there asap before it goes to seed and self-sows everywhere. Very hard to get rid of, there are major efforts across many states in the US to get rid of this, as it is choking out many native plants. Taste it, any sense of garlic, and that's it. Gardengal knows her stuff, and I agree with her that it could be a veronica because of the shape and color of the flowers. However, I notice that the flower buds are rather spiky, so I'm wondering whether this might be a small cultivar of Veronica spicata. There have been newer, shorter varieties coming out.
