Cement Statue With Copper Tubing Issue

Hello,
I have a cement statue (Peeing Boy) with a copper tube that makes the whole thing work.
I've had the thing for at least 15 years without issues, this year it has something that is gradually slowing down the water flow to almost nothing after initially going strong.
I have a fair amount of fountain experience and have ruled out pump, tubing and visible obstruction issues. I can't see what type of corrision might be inside, I have run a wire through the whole thing without any success of clearing an obstruction.
Thoughts??
