Clumping bamboo zone 9b/10a (Northern CA)

I have a 2ft wide and 100ft long retaining wall along my property (zone9b/10a, bay area, CA) that I'm hoping to put clumping bamboo in. There is no weed fabric or concrete at the bottom of the planter wall. It is a bottomless planter wall. It gets full sun almost all day.

Ideally, I'm hoping for:
- 8-10 ft tall
- something that does not take over the entire retaining wall. I'm hoping to put some small shrubs between the bamboo clumps.
- drought tolerant.
- something that can be topped and maintained as a top only hedge (i'm hoping to see the canes for the bottom 5 feet, with the top 3-5 feet of leaves/bushy branches)

Is there anything folks recommend?
