8’ basement Garage ceiling?

My husband and I are building our new family home on a slope, and the new home designed the garage, both our children’s rooms as well as laundry and bonus room in a daylight basement (approx 2000 sf). Our engineered plans called for a 9’ ceiling throughout the basement, including the garage. We are up against a height restriction in our code, so can’t go higher. Our contractor pulled me aside after the footers and walls were poured and told me there’d been a miscalculation, and the walls are now 8 feet — including the garage. The footers are set. Do we have an option to gain headroom — at least in the garage — by setting a floating slab floor below the level of the footer? Or is there another solution? We are bummed to have such a short garage ceiling, let alone the living space.
