possibly some kind of flour beetle

It looks like a lady beetle larva. They are good bugs and eat plant pests like aphids.

It's a beetle, which narrows it down to thousands of species - try looking for references to the insects of a geographical area you fall within, then seeing what beetles they show as being in that area. I get the same general type appearing seasonally in my area also - it is probably discussed frequently once you find the right sources.

Whatever it is, it is a sucking insect, not one that chews, so eliminates both blister beetles and vine weevils. They almost look like black bean aphids but the magnification makes it difficult to judge scale. And it may be something else has disfigured the clem and that is now attracting insects as a secondary problem.
