New furnace problems

I just had a variable speed furnace put in my home. After wondering why it was so loud when it was described as “whisper quiet,” I called back my installer to check things out. The static pressure on high was at 1.25, whereas the max is 1. As a temporary fix, he locked the fan speed out at 60% so the static pressure doesn’t get too high. For a permanent fix, he is recommending putting new return vents in each of the bedrooms and the dining room, widening the other existing vents, and replacing all supply vents with larger ones. The estimate he gave is nearly as much as my furnace. Does this sound like a reasonable fix? I don’t want to have more done than is what is needed nor less done.
