Yup, two different plants. The flowered one is shorter. The more I look at it the more I'm thinking it's a galium. The taller of the two looks like it's about to bloom which should solve the problem. These are in the ornamental native garden I started this year so I'm trying to keep an eye on what I need to pull before it seeds.

Thanks ginibee but after looking up borage it doesn't quite fit the bill. It could be a wild origin plant, not a cultivar so perhaps it is in that family. It has come back two years in a row now and the bees and butterflies love it, doesn't last all summer but drops seeds that come back in spring. I will keep trying, perhaps someone will recognize it. esh_ga, Thank you for the help on the id of the plant, it looks like it is indeed Verbascum blattaria, and a wonderful hitchhiker that found it's way to my garden. Also, sorry about the first url, with the need to download, my OS is linux and sometimes forget that others are hesitant to download files from other places.

The manner in which the spent flowers roll into tubes show it is Camassia leichtlinii, presumably var. suksdorfii due to the flower color. The other is probably Henderson's brodiaea. That provides a starting point, anyway. Different authors have organized this group in different ways, with different genera.
