Test May Night Salvia not growing much

This year I planted one May Night Salvia in a rose bed, more like a test to see what it will do. I'd like to add salvias between five Coral Drift roses which were planted a bit too far apart. I would like the salvia to go either between them or in front of them, but not get much taller then the roses (2 ft max), unless I plant the salvias in the back.

The problem is that the May Night I bought did not seemed to do much the whole summer. It bloomed some with the flowers it came from the nursery after which I deadhead it but it never bloomed again, except minimally later in the season, if at all. It also did not grow much during this season, in fact it seemed to have gotten smaller than what I got at the nursery (maybe because there it had spires).

No longer stems that I could cut to propagate a few more for next year.

It's nice and green but very low to the ground, almost glued...and there's nothing to cut. Is it the variety?

Will it mature next season and grow a bit taller?

Would you recommend this variety or should I consider others for my purpose?

Not too tall so it won't go higher than the roses (unless I plant them behind them) - but I'd like them to be very floriferous.

I would really love to see some striking blue spires between those roses. '

Thank you so much!
