Ideas for Flowering Plant on Thin Strip Next to Shed

I have a garden shed in the backyard that I am trying to slowly give the aesthetic of a cottage. I have a thin strip of soil where the shed meets an existing concrete walkway. Does anyone have an idea of what to plant in this area? My basic requirements are:

* Flowering plant with hopefully a long flowering period

* Will remain evergreen in zone 9b

* Has a tall and narrow habit, as I do not want to be constantly trimming it as it grows out onto the walkway

Would something like Yarrow work here? I would need to build a small raised bed at the base since that is hard clay soil that tends to collect moisture during rainy periods.
