Advice needed for stone wall reconstruction

As you can see from the photo, the retaining wall side of a stone wall that surrounds our courtyard fell over this winter. We hired a mason to rebuild it. The relevant part of our contract says "Stone work, mortared with weep holes, and back filled with 1" stone". We just found out (we are not on site) that he is intending to use cinder blocks and cover them with stone. This is not what we agreed to so clearly that is a problem but want to get a bit more educated about the pros and cons of such an approach before we act. Appreciate any insight you might have.
