If you have exposed, clean, unfinished poured concrete or CMU basement walls, then you can use one of the big box store basement paints, like Drylok (no fancy versions needed). The benefits are it is thicker, so fills pockets in the concrete, brightens up the basement (if choose white), and will keep your walls cleaner as it hampers some moisture coming through the wall which in turn prevents the dirty air particles within the basement from sticking to the walls.

Drylok acts like a Primer, you can use Any paint over top.
