I think this is what you need. I've used several shower pans from these guys; fiberglass and terrazzo. They make good products and they seem to have the right one for every remodel situation. Here is a link that might be useful: check out Model 3642-1

You will get more help in the bathroom forum, but briefly: It sounds like he did not properly slope the floor. A shower floor should be sloped 1/8 - 1/4" per foot toward the drain for proper drainage. There should be a preslope, followed by pan or liner, followed by bed, followed by tile. No slope = no drainage. No preslope = water buildup in your tile and eventual failure. I have that same bathroom. It's original to the house, which means late 60s/early 70s. I've tiled over one bathroom and am preparing to do the other one. The new tiles are so much nicer than the fiberglass pan. In our case, I don't think we could've tiled over the fiberglass pans: They weren't flat. Yeah, yeah, the new tile floor isn't completely flat either -- it slopes towards the drain -- but I don't see how it could work.
