well .. remove it .. and mulch the heck out of the area ... to dissuade old seed ... the vinca can also be heavily mulched... and just pulled up thru the mulch ... and fall would not be a bad time.. to pull up.. and i mean just rip up hunks of the vinca .. and spread it over any bigger area you want to cover with it .... by spring it should take off like a rocket ... maybe that whole area that has the weed in it.. if you wish ... no need to treat vinca with kid gloves ... and it roots freely.. and propagates easily .... ken ps: it didnt matter in this post.... but location often matters.. try to include such in your posts ...

No.1 is not clematis (nether is the last one).....that is very likely poison ivy. No.2 is Virginia creeper, Parthenocissus quinqefolia, and people who have a sensitivity can develop a strong reaction to this plant as well....contact dermatitis.....just not to same the degree as poison ivy produces. So it IS - or certainly can be - a problem! btw, if you want fast and accurate plant or weed ID's, post your question in the Name That Plant forum. That is it's whole purpose!! Tread carefully with the Toxicodendron radicans - Poison ivy in pic #1 & 3 #2 is Parthenocissus quinquefolia - Virginia creeper. Some people can have a reaction to it. #4 Nandina domestica??? #5 possibly an Ampelopsis sp.
