Composting shredded paper

I want to try composting shredded newsprint (again) only the black & white print. In the past I have composted it with the hot compost method and had varying results. It seems to want to mat and needs a large amount of green and constant heat to do well.

I now only compost cold. I have three piles going and the third is ready every three years. I layer half-hazardly with maple leaves, kitchen waste, plant trimmings and occasionally grass clippings. I've found the shredded paper does not compost hardly at all in the mix.

Does it require a very large amount of greens, much more than leaves and would you layer the green above or below the paper?
