Tips on sowing Coneflowers (Echinacea)

I bought purple coneflower seeds about 2 years ago, but have had NO luck getting them to come up! I plant the seeds in seed trays and put them in the greenhouse, but I've not had a single sprout. I've tried sowing in February, March, April, May, and June... nothing.


I've tried soaking, refrigerating, heat mat... nothing.


Now I have maybe 10-15 seeds left, I'm thinking about just tossing them out in the garden where my Black eye susans and butterfly milkweed come up, and seeing what happens.


Thoughts?


If this isn't the worst idea imaginable, should I do it now (early summer) or wait until the fall?
