Well, I'll make three guesses as to what your rose problem might be.

It could be a bad thrips infestation. They do affect dark roses, not just light colored ones. My rose The Prince is even darker than your rose and gets a thrips infestation every year. Or, it could be fertilizer burn. The leaves look affected as well as the rose blooms. Or, it could be a lack of water (least likely). If you use an drip system, could the emitter be plugged? Diane

Moses has previously described here a rose bud‘s size at which it is safe from midge.

Based on my limited experience, it looks like thrips damage. I had some bloom of colorific looked exactly like in the photo.

My first thought on the symptoms you are having is unrelenting heat/sunlight stress. It could be a combination of issues going on all at once, too. Possibly it is powdery mildew along with intense heat/sunlight stress.

Please provide additional photos of afflicted growth. Entire bush shots as well as closeups of terminal growth and full leaves would help in making a more accurate evaluation.

Powdery mildew gets a stronghold in dry, rainless (overhead precipitation), weather with blistering hot days accompanied by cool nights, even if adequate watering as by drip irrigation is provided. The excessively dry foliage sets itself up for a PM outbreak. Your crumpled leaves are signs of possible PM.

Midge fly damage is not in evidence in the particular photo you provided, but that's not to say that it is not present, even possibly elsewhere on the same bush, or nearby on your other rose bushes.

I agree with Sheila that the flower bud does look like a "bullnose!. But there DO seem to be foliage issues going on, too.

I think you have Chili Thrips, and would combat the insect with a systemic containing Imidacloprid. I see no evidence of Rose Midge Fly, nor of powdery mildew, which PM I first suspected.

Asian in origin, the Chili Thrip has already invaded our most extreme Southern states: California, Texas, Louisiana, and Florida along with any other locales within these states' latitudinal range.

However, Chili Thrips, like many tiny, winged insects, especially aphids, can be carried by the wind for hundreds of miles, and settle into other areas, a more northern region in your case, for at least the remainder of a growing season, possibly/probably dying out over winter (as yet uncertain). The more northern climes they are blown in and settling into, at least for the season, are presumed to be too cold for them to survive over winter. I suspect that in time it will be apparent that the Chili Thrips can permanently spread its range northward, somehow surviving with the colder winters.

I don't see any Chili Thrip damage in my roses here in zone 6b, Pittsburgh, PA, but Flower Thrips are abundant here, but not present in my specific garden. Its current isolation due to rampant, commercial urban development, may be a factor since I am surrounded by a cement, brick, and asphalt 'urban death zone,' ( I call it), where entrance by outside life forms, good or bad, are rare events. The midge fly I have is a remenant from a greener, more idealic age. For example, it being the height of Japanese Beetle season right now, yet I have only counted one, singe beetle in my roses so far, just ONE among 40+ rose bushes.

Oh wow. Not having any Japanese Beetles almost makes me want to live in an asphalt jungle too!

I've had problems with my light pink Kordes roses never blooming well. Of course I don't have a picture since I have Japanese Beetles now... but in the spring the buds often don't open but seem to get eaten or go brown. I think someone said this was most common with light-colored roses with thin petals? The ones affected for me are: First Crush, Madame Anisette, and Alexandra Princesse de Luxemburg.

I don't know if this is thrips or midge? It doesn't happen to my darker color roses, or to Innocencia Vigorosa (also white). I don't spray at all.

Does anybody have advice on light pink roses that are BS resistant and won't have this problem? I've been considering Earth Angel, Pink Enchantment, and Bliss Parfuma.

The blackening on the sepals of the bud in the last photo are indicative of chilli thrips damage. They thrive in heat. Time to break out the Spinosad.

Thrips pick on dark colored roses, too. My The Prince certainly gets thrips infestation. Every year. No other bugs bother my roses, including Japanese Beetles, chili thrips, midge, slugs, etc. I live in desert hills, so no asphalt for sure. The only roses thrips like in my garden are my four Evelyn roses, Augusta Luise, and The Pwince. Spinosad doesn't work here unfortunately. And as our heat ramps up to the 100s, the thrips fade out.
