You need to post pictures of your house from further back in order to get relevant suggestions. We need to see the whole house, not just one wall.

The wall will be just a backdrop for your plantings...do white. You have a nice topper with the brick, similar to this photo.

This is the house, it’s currently the dark blue but was able to see a glimpse of the old yellow from google! We’re open to changing the brick/removing/stucco over it etc too

I agree with @elcieg, white would be the best choice.

I like the brick, it ties in with your house.

I’d paint the wall the same blue. Besides looking good, it wouldn’t show dirt/mud/stains.

I suggest the same blue as the house, nice with the brick edge on top, and dark colours are very good to make plantings stand out it that's a possibility but we don't see the exact location of your wall in relation to the house.
