Help me with these Red pine parts?

Pinus resinosa.

Reproductive parts, I just don't understand why there are 3 different kinds.

#1) These are on the lower 1/3 of the tree, I believe they are 'pollen sacks'. They are where the new growth meets the old growth. Documentation says pollen sack are higher on the tree than the seed cones, I don't see that on my trees.

#2) Female seed cones. Immature cones. Located where the new growth meets the old growth.

#3) Okay, these are on the branch tips on the new growth, high on the tree.

What are they? I know it takes 2 years for the seed cones to mature. Are these the next round of seed cones? Does the tree produce new seed cones every year?
