What’s going on with my Echeveria Hearts Delight?

Purchased as part of an import order and it’s kept indoors under Barrina T8 lights. The plant arrived looking pretty rough. There was scaring around the new leaves and bloom stalk that looked worse every day. That combined with the growth habit looking a mess I decided to behead it. I cut out the center leaves that didn’t look good and set the healthy appearing portion out to dry. It started pushing out pups within a few days, two on top and a few on the underside. I decided not to pot it and just let it drink the mature leaves dry instead. After a couple weeks the pups are still growing but now they too have the black scarring. It was treated with 70% isopropyl alcohol when it first arrived, there’s no other signs of pests or disease that I can see. Ideas or treatment suggestions? TIA.
