Linguisa tomato starts from seed are small with curled leaves

We planted 7 varieties of tomato starts this year. All are doing well except one. The Linguisa starts are small with base stems (no root hairs) and the leaves are curling down. This is about a dozen starts out of 100 overall and only happening with this one variety. I have never grown Linguisa before - is this a common problem? Did I potentially get bad seeds? Everything else including soil, light, water, fertilizer is the same as for the other varieties so I am wondering what could be the cause.
