What is happening with my walls!

Hello, this is crazy I need help. We just bought this place, built in 1996.

We were taking down the mouldings and the paint was starting to peel extremely easily where their is drywall mud.

when you get past the drywall mud where it’s just the drywall it’s still peeling but taking off the drywall paper with it. It’s not completely stuck on it’s still peeling easily.

I went to Home Depot with a large piece of the paint and he said their is three layers of paint, the second layer is a oil based which is underneath the Colour you see.

My husband thinks we can just leave it sand what is left prime over and put our new paint on. But if this is peeling should I just take it all off wether it rips the paper or not then skim coat for a clean base to not risk any peeling of our new paint.

UPDATE: DID A RUBBING ALCOHOL TEST, IT RUBBED OFF, IT APPEARS TO BE 8 LAYERS. SO NO OIL BASED PAINT.
