Clay Soil / Standing Water

We have a small planting area, about 8x8, around a lamp post. There wasn't anything but mulch in it when we moved in, so this year I bought some plants and went to work. Unfortunately, it seems there is a lot of clay in the soil, and right after I dug a decent size hole yesterday, it filled up with water, and more than 24 hours later, the hole is still full. We had rain for a few days prior, however, this seems a bit excessive. If I dig out all the clay and fill with garden soil, will this resolve my problem? We do have a sprinkler system, but the lines are intact - no leaks. Thanks.
