How to stop my outdoor spigot from leaking when the water is on?


My terminology might be wrong, so apologies. I'm trying to stop our outdoor spigot from leaking from the handle when the water is turned on. It doesn't leak when it is turned off, but when the water is on, it will leak out of the handle. At first I thought it was the packing washer, but I don't think that's the issue. I believe the issue is from a small hole in the valve stem. When I have the handle off and the water turned on, water comes out of the end of the valve stem as well as the hole in the side of the valve stem. The hole in the side sits behind the packing washer and so when everything is in place, there is nothing to stop the water that comes out of that hole from coming out of the handle. Does anyone know what the purpose of the side hole in the valve stem is and if it's normal for water to come out of the end and side of the valve stem when the water is on without the handle on? How do I stop this from leaking when the water is on?
