Is there such thing as too many buds?

My Moonlight in Paris is producing a lot of buds. While I understand a floribunda naturally produces clusters, I have had a problem last year with maybe 10-20% of the smaller buds not maturing during the first flush and turning yellow at the pedicel (? not sure if it is the correct term but it is the small stem immediately below the bud) then dropping off, and that is after I have already taken off dozens of small buds before the first flush. This year, I decided not to take off any buds,

but I continue to have my doubts about whether they will all reach maturity and bloom. Is there anything I should do to boost the chances of the smaller buds opening? Or maybe I should start disbudding them again?
