What Happens to Submerged Roots Below the Perched Water Table?

Say you have a container that is 20 inches high and there is a perched water table that is about two inches from the bottom after watering. What happens to the submerged roots in that bottom two inches? The plant is able to respire with plenty of oxygen in the first 18 inches of the soil level. What are the risks to the roots that are underwater in those bottom two inches? Does every inch of a root system need to respire in order to stay alive? I was imagining that a plant could respire with most of its root system, but simply absorb water and not respire with a small number of its deepest roots.
