Concrete steps built over railroad ties worth fixing?

Hi,


I'm a new home owner and just discovered that my front steps and landing are a flagstone/brick/concrete facade laid over a bunch of old, wooden railroad ties. About ten years old. The facade is crumbling, but the steps aren't settling or pulling away from the house at all (yet). I don't have any idea what the base is.


What do you think: should I save the money now and just rebuild the facade, or am I better off biting the bullet and replacing the whole lot? I have no experience with concrete over a wood base for steps and don't know what problems I'd be signing up for if I try to keep it as is.
