Ask the utility to bury it. They often want to do it to avoid storm damage so they charge very little. If you cannot bury it, realize that the utility requires permanent easement to access it and it's path through your property. You can not plant anything there that you would not be willing to have destroyed. That doesn't mean that you can't landscape around it. Just that you should probably shop the discount rack at Lowes to do it. Pick shrubs that won't need a lot of maintenance, and hardy perennials that multiply. Look at local gas stations to see what the crews there maintain. That will all be easy care, available, and inexpensive. Save the more personal planting beds for closer to the house.

It appears a new porch has recently been added as a front porch, however, if that pic is what you see from the road, then, in addition to a horizontal line to divide that tall wall facing the road needed for curb appeal, you may want to consider recreating your front entry. For curb appeal and practical use, wrap the roof* of that existing porch (that is on the left side) around the corner to a point that is right of the small window but left of the utility pipe/wire. (You could add lattice at the right end of the porch to block the visual of the utility post and back yard while enjoying the new porch and/or entertaining.) You could move your entry door (and the window(s) beside/above/around it) to the wall of the newly enclosed space that is facing the road -- creating that "front wall" of your new foyer to be in line with the rest of the "front wall" of the house facing the road. If you extended the current en try porch roof to cover the existing steps and several feet in front of it, then by wrapping the resulting extended roof around the corner and along the wall facing the road, you'd be covering a ground floor space all the way from steps to about half way across the tall wall that faces the road. You'd need to use taller posts. In lieu of a porch floor, you could add pavers with grass/ground cover between them beneath the wrap around roof . You could also plant a green privacy hedge between that porch and road to create a great outdoor space as well as the horizontal line/feature your tall blank wall facing the road needs. You could always add a raised porch floor later.

Find a window that is near the size of those in the dormers. It also needs to match the number of panes (6) in the dormer windows. You don't need to mirror the dormers only the windows in them. You need a carpenter to cut a hole in the garage gable for the window, then place framing for the window on the interior of the cutout. The window is put in place, secured and trim to match the rest of the house is cut and fitted to the outside. Adding a vent uses the same cut and frame, but doesn't require matching other features unless you have other gable vents that you wish to match. Vents are made in square, rectangular, triangular, round, half round, arched and octagonal shapes. They should have metal screen or hardware cloth on the inside to keep small birds and such from getting into attic space. This can be added if not part of the vent as sold.

Please look into Permaculture / food forests or forest gardening. Plants and trees can provide beauty and function, and the idea is that you plant things that are perennial and will give you food. You could plant some evergreens that will give you pine nuts, some paw paw trees, persimmon trees and understory ones like Asian pears, serviceberries, figs and hazelnuts; bushes could be Cornelian cherries or bush cherries, blueberries or honey berries, currants; the list is endless. Even asparagus can be used, and it will resemble tall grasses. You could have rhubarb for their amazing color and leaf size, and strawberries as a ground cover...you could have a large pergola or arbor with kiwi or grapes...all of these plants are beautiful, many provide seasonal color and fragrance along with delicious fruit. I started a food forest last year, and along with what I had planted, I have well over 30 kinds of fruit that I'm growing and I plan to add more. It does not have to look like an orchard or vegetable garden, but instead, an integrated and verdant oasis of interesting plant shapes, heights and colors intermingled . Personally, I love raspberries, but I won't grow them because I don't want to deal with the canes which get unruly and are kind of labor intensive. All of my choices are tidy and low-maintenance. Right next to the sidewalk, for example, I have planted a 120' hedge of Regent serviceberries which will serve a number of purposes: all of the leaves from the neighborhood won't end up in my front yard, it will offer privacy in the summer but still be of a friendly height, it will feed the birds, act as a sound buffer for the constant traffic and will help with the dirt and dust that gets in the house from the highway. The hedge will explode in blossom in the spring; it will offer tons of food for me and it will offer fall color. Plants should provide more than a single purpose!
