LOL!! In warmer parts of the country, it is suggested to not plant anything in July!! However, that does not necessarily apply everywhere and we have no idea where Ashley is located, what kind of hydrangeas she has (no registered cultivar called Flower Bomb) and the siting of the plants in question or the existing soil conditions. If just planted three weeks ago, I would assume 99% of the problem is transplant shock. Water slowly and deeply and keep the plant shaded. It should recover.

I have the same situation with hydrangeas (Endless Summer) on both the east and west sides of the house. I didn't intend to have hydrangeas on the west side, but had to move them there after Dutch Elm Disease took out 4 trees around my house. With the weather we have had lately, the hottest July since the Dust Bowl years with little rain, they all wilt. Then they perk up when they are shaded. However, it does not seem to bother them. They grow and bloom beautifully. I keep them well mulched and have had to water them at least every other day in this weather. Yesterday it was 101F and they looked so sad. It's actually raining right now and they look great.

You can dig it up and improve the soil but it will not help with the transplant shock. It is always a bummer on year 1 and, assuming the soil remains moist, it should recover on its own by nighttime or next morning. Make sure you water the soil early in the mornings once a week (1 gallon) while the summer months are here. At least on year 1 since its root system is limited and the roots cannot reach the water. You can try to temporarily provide shade for a few days/weeks until the plants are used to being outside. Obviously, try to prevent any neglect and/or any soggy soil this year. Use the finger method daily for 2-3 weeks (or a soil moisture meter) to determine when to water. When the soil feels almost dry or dry to a depth of 4", water (1 gallon) and make a note in a wall calendar. After 2-3 weeks, determine about how often you were watering (say, every 3 days? 4 days? etc). Then set the sprinkler/drip to give 1 gallon of water on that same frequency. During the summer, consider watering by hand once a week or so to all the water falls were the roots are growing. If the temps change 10-15 degrees and stay there, retry the finger method to see if you need to tweak things. I normally increase the amount of water in July to 1.5 gallons and reduce it back to 1 gallon when temps decline in the Fall. Then, on dry Fall/Winters, water once a week or once every two weeks once the plant is dormant and provided the soil has not frozen.
