The shutters are the wrong size which makes them look wrong for the house. They are too long and appear to be too wide, leaving no reveal of the house between the windows. There are sites that will explain shutter sizing but I'll try to keep it simple. Imagine the shutters were operational and could open and close. The shutter needs to fit into the window "well" and meet in the center. Yours, if closed would not fit together and would go over the molding on the top and bottom. (hope this makes sense). I think shutters belong on CHC houses but if they're sized wrong, it'll look "off". I think that's where you're at. Color can be determined later. Now here's a thought. If you're thinking about replacing them anyway, I'd take down the ones on the ground floor and trim them down to the correct size, remount in the same holes and see if it doesn't make a huge difference. OP hasn't shown the front door. The pedestrian door to the garage should be painted the siding color to blend into the siding. Having it a different, prominent color will cause confusion to guests and not enhance the house at all. The design of the garage doors does conflict with the design of the house portion we can see.

That was IMO a wrong place for the garage since kitchens really need natural light . Can we at least see the whole space and also how this was handled outside. Personally I would have had that removed since now it will always look weird and as an afterthought.

There isn't enough room to add shutters to your windows and they wouldn't look right if there were enough room. It's a Victorian window (that oval). I know it's seen everywhere, but it just isn't the right style to enhance your home. Are you wanting larger window/lite in your front door? Or are you planning to paint your current door black (a better solution)?
