Lifecycle of Roots in Spring Blooming Bulbs

For my wiki, what is the lifecycle of roots in bulbs. I know it starts sending them back down in mid fall'ish - and by early winter, I see foliage just waiting right below the mulch. Is it dormant or or semi dormant in the whole winter cycle. Once it get's warm enough or close like this time of the year, where foliage starts coming up, is the root development of the bulb at 30% or more like 75% percent.

I have some bulbs I want to transplant. Not sure if it's possible or *just wait it out* for the season.
