Is there a time/season when you can't propagate roses?

I read somewhere that you can't propagate roses in early spring. Is that true? For instance, if I took cuttings of my dormant roses now brought them inside for rooting, would they just leaf out and not root? If I get cuttings from a friend in So Cal that have already bloomed, will it root for me indoors in winter? I am willing to experiment, but I hate to have someone bother to send me cuttings if it won't work. Any thought? roseseek...you know lots
