Tell me is Safe to Lop a Budded Stem

-It's me asking the same 'ole question. The response has been that a single bud where all those canes are coming from. Still can't wrap my head around the science so I'm asking again as this time I do have loppers in hand and am prepared to take the Plunge-


Coming up on Year 4 of plantings.

Just a handful have new canes. I can tell , as it' nice and green from soil if not a few inches away from the -previous canes-.


All other canes are now looking a bit thick, some may have a largish 1 1/2" thick cane with a Y branching cane forming the framework. These are existing stems that came -from my budded grafts-


I need some voice of re-assurement. There are some I want to LOP cut flush to the soil. Partially to open things up, but also in -theory- to promote new canes from coming up,


Am I safe to do it. Any chance I might have a hole in my framework that won't get replace. I'm okay if a new strong stem doesn't come up this year. As long as something will come up is all I ask
