What do you mean add a PR to the front. IMO you will need to have a much wider porch type addition if you want to add a PR so think wider porch with wider step and we need to see inside too to understand how the PR will work
No! Find another place to add a powder room on the first floor. You’ll ruin the symmetry and that’s the most appealing thing about the cute house. Look for a closet, under stairs, anything but a bump out on the front.

Put the powder room on the right as you walk into the sunroom. Backs right up to the kitchen plumbing wall for water and sewer. Have the door face the patio and rear wall creating a little vestibule for your back door. This will be the least costly and most appropriate….the addition to the front will require a new foundation and extending the water and sewer lines out to the front of the house…expensive and I think will really make your front elevation look really tacked on.
Do you need the dining room? I'd be tempted to take a chunk of that for a better/bigger kitchen and powder room. Can a dining area be in the back of the living room or in the sunroom?
