What kind of home wrap do I need to fix this patch of missing siding?

Hi! I am purchasing a home and the home insurance inspector is coming soon. The home is currently owned by a relative so I can work on it before closing. The most important thing for us to fix is probably this patch with no siding. We have the shingles. I'm wondering what the best way is to install home wrap under them. I see there is some paper under there currently. Would an exterior painter be the right person to do this professionally? Is it something my boyfriend can do up on a ladder with a spotter? He's pretty handy. Also, I have the book renovating old houses by George Nash and he warns against using either builders paper or tar paper. I'm attaching a picture of the quote. I'm new to all this and I don't know if the paper he's talking about is the same as the paper that's up there. Not sure how to join a new wrap with whatever's already there to create good protection.
