It is about a 6 inch break in the foundation that looks deliberate. Clean lines on both sides.

No there is no wood yet, the foundation just got poured. What you are seeing is a green pipe and the dark above that is foundation with water proofing on it.

Try a pic from a distance so we can see what is up and what is down.

In any case, concrete does not cure by draining water out. It cures by a chemical reaction that usually works best with water added after the pour.

Concrete will cure under water.

If the architect or engineer has speced it, there may be recesses in the concrete to control cracking.

To me it looks like the footer steps down a couple feet but the foundation wall wasn’t poured against the vertical part of the footer. I don’t know why they didn’t pour it against the vertical part of the footer.

Is it a brick ledge?

You would have to show a much bigger perspective of the foundation than this zoomed in picture. But there is no draining through a wall of an interior of a foundation. Sometimes a gap is created with certain footprint layouts when you have to "bridge" between a deeper basement footing and shallower footing, but your picture doesn't give enough info.
